Every open AIS stack on the web decodes live NMEA or plots a paid feed. This page names all 27 ITU-R M.1371 message types as a fail-closed gate and refuses to run a decoder. Citing a type is admitted. Querying a type is DENIED without a live key.

pyais, libais, aiscat/AIS-catcher, gpsd AIVDM, MAGI SDR: existence cited, runtime refused. Hugging Face kernels szl-blocked, szl-lambda-gate, szl-provctl, szl-govsign are advisory mirrors. They do not grant authority and do not open AIS.
