Every other maritime product plots a globe. This page names official public lists as fail-closed authority classes, keeps disagreement visible, and maps the cells where the control plane is structurally mute. REACHABLE_FRESH is a clock. A SAMPLE miss on AURORA WAVE is not clearance. Licensed AIS stays CLOSED.
Coverage-hole atlas
A sanctions desk that cannot name its holes will paint them green. Min-link joint freshness does the opposite: KR REPORTED, CN with no vessel class, Paris rows unstorable, AU official timed out, Singapore stale. The Asia-Pacific official joint is mute. That mute cell is the product.
Disagreement is a verdict, not missing data
UK FCDO CSV is REACHABLE_FRESH (11 Sep 2026). UK OFSI ConList.csv is STALE_OR_THIN (3 Jun 2026). Using the dated path as the sole current source maps to ABSTAIN. The current official is not silently substituted for the stale twin. Winner not picked.
Australia DFAT official timed out; the OpenSanctions compilation is REACHABLE_FRESH and citation-only. A compilation is never promoted to official. EU FSF is dual-observer (200 and 403 on the same path). Recorded, not averaged.
